So back to changing my visa from temporary visitor to spouse visa....
After a second phone call in the same day my wife finally spoke to a different person at the Sapporo Immigration department who admitted that they had made a mistake asking us to submit the certificate of eligibility application. However as it had already been submitted it was too late to stop it so he said we will have to wait until that has been completed/issued.
Assuming we do get the certificate of eligibility approved the same immigration officer said we will be able to apply and receive my spouse visa the same day we receive the CoE. And as long as that comes within the next 90days I won't have to leave the country.
So it might take a little longer than normal and will have cost me 8000円 rather than 4000円 to get all changed but all should be good in the end.
