Are there users you can't start private conversations with?

I got an error message when trying to start a conversation with a moderator.

Not sure about others , but my setting say OK for members to contact me.

1. Please describe how you attempted to contact the moderator (contact link under the avatar, profile page, etc)

2. What exactly was the error message saying?

"You do not have permission to view this page".

It doesn't seem to be a permission problem.

Are you generally unable to initiate Private Conversations or just with said moderator? Please try to contact my via PC and also let me know who you tried to contact (by PC if possible).

The problem hasn't appeared again. I have tried starting conversations with different users, all made successfully.
