My Japanese professor copied us a list of the 253 most commonly-used Jouyou kanji (published by Kokken in 1976, number one is 窶愿コ, number two is ヒ?ェ, and so forth.) Too bad the print quality is pretty crappy and I can't decipher this kanji for the life of me. Can anyone help? It's number 53 on the list, so I assume it's still pretty common. Thanks in advance.

It looks like 議, as in かいぎ (meeting).
