this topic I'm on right is about the usage of "no", And its many usages, and this part I don't get:

It can mean "fact that", and the example is this:

Onna-no-ko wo karakau no ga tanoshii desu.
I know "Onna-no-ko" is Girl, "Karakau" is teases or something like that, Tanoshii is delightful. So would it translate as:

The Fact that the Girl Teases is Delightful.

am I way off?

Just a bit. "no" can mean "fact that", although I doubt it would be translated literally too often, but in this case it doesn't mean "fact that". This is the "no" that turns verbs into nouns, loosely speaking. Your sentence means "Teasing girls is fun." "Onna-no-ko wo karakau" means "to tease girls"; "onna-no-ko wo karakau no" becomes "Teasing girls." The tricky bit is that it could also mean (in the right contexts) "That time I teased those girls" or "the fact that I teased those girls." It's kind of difficult to explain the difference; the best way to understand it is to study a bunch of examples.

Another comment I would make is that you need to pay attention to the particles: in that sentence, it's "onna-no-ko wo karakau"; the one being teased is the girl(s), the one teasing them is unmentioned, but most likely the speaker.

Yes, you're right! Both are replaceable with each other.

This is something I found in Jim Breen's Japanese Grammar Summary:

~ING (i.e. nominalization of verbs)

add の to the plain form, giving 行くの、食べるの、etc.

example: はしで食べるのはもっとむずかしいと思います。

(NB: the の is sometimes dropped, e.g. in answers to questions.)

example: Q: 本を読むのと映画（えいが）を見るのとどちらのほうが面白い（おもしろい）ですか。 A: ［本を読む（の）より］映画を見るほうが面白いです。

I think this explains the issue very well.

Okay, here's an example:

みんなは、彼が女の子を苛めるのを知っていた。
Everyone knew [the fact] that he teases girls.

In this case, the "no" means "fact that"; specifically, the "fact that he teases girls." But as was pointed out elsewhere in this thread, it can mean other things as well.
