You don't need to get permission for taking a personal photo taken on the streets. The concept of CCTV couldn't take off if that was a law. You would need it if you plan to make money out of the photos though (in most countries) in the form of a model release form.

Saying that though, it's a bit stalker-ish picking on one gender and one race for your street photography. I wouldn't mind so much if they were of a good standard, but most are just random snaps like the photographer has never seen an asian girl before.

Also to the OP: It's not all Tokyo, it seems to be everywhere.
 
I'm not really approaching it from a legal stand point, just from the point of whether you'd want your face to be reconizable in a photoset such as that, being published openly on the Internet. Creepy is the appropriate word.

Japanese law gives everyone an absolute right to control of their image, so technically permission is required to publish anyone's photo, even if it was taken while they were just wandering down the street.

That is irrelevant. Any of those women in Japan can bring a civil suit against him in a Japanese court.

There is nothing combative about what I said. I just calmly stated facts. As far as the law in Japan is concerned, he can't put those photos up on Flickr without permission and saying he will take them down if asked doesn't make any difference to that. Their right to their images is absolute. Like it or not, that's the way it is. My telling you that doesn't make me "combative".
 

Well also its not about where the photos are taken... its about where there posted online from....
