it means persistent, unrelenting, possibly to the point of being of annoying. The connotation usually isn't positive.

Honestly, if she is calling you shitsukoi multiple times, you probably shouldn't reply at all.
Whatever you're doing (even if it's just talking to her) is obviously bothering her, and she clearly just wants to be left alone.
 
Is shitsukoi word intended for just women, or can men say it too?
