The difference, it seems, is that 進歩 refers to progress specifically, while 向上 implies rising. I use 進歩, to progress in studying is like, 学問が進歩するOriginal: 日本語実力を進歩することに決めるくせにまだまだ日本 語の級はそんなに高くないね。
Second: 日本語の実力を向上させることに決めたくせに、まだ まだ日本語の級はそんなに高くないね。

Isn't 理由 (reason) in example 2 redundant, as 上 implies reason. I.e., "I quit the company for my health." That seems more natural to me.
The と is placed after a full clause when you add another verb, same as 「そうだと思います」Last one, I promise.
