While both mean the movement of something from top to down,
降る（ふる）: "to fall downwards in the air", usually used for rain, snow, etc.
降りる（おりる）： "to descend", used to describe this movement in general; to climb down (from vehicle, or stairs, for example), to go down (lift).
It is not used for something to fall freely, though.
