転稼とは?

I'm trying to figure out what this word means, because it isn't in any of the dictionaries that I've checked, and there was even a thread by a native Japanese from 2002 where no one knew what it meant, and they assumed it was a typo. I first encountered it in a book, and I found some hits on Google for it (although a pretty low amount), so I read through a few of them, and it seems that it's either a typo or a jargon word used in economics. I'm thinking it has something to do with moving earnings from one place to another, or having a turnover in earnings, or maybe losing earnings altogether and going into debt. Anyway, here's the original sentence I encountered it in:

歴史的かなづかいがむずかしいとか、それを学習するために多大の時間と労力とを要するとか、その時間と労力とを他の学習にふりむければ、わが國の文化は従來よりも更に向上するであろうから、かなづかいを発音式にあらためるがよいというような説は、國語教育の怠慢をかなづかいに転稼したもので、安易主義、便宜主義、に墮した愚論である。

And here's an example I pulled from the web:

第3-2-4図は、企業に対するアンケート調査により得られた業種別の47年度の公害防止費用をとり、こうした公害防止費用の売上高に対する比率が今後も一定と仮定し、それがすべてコストアップとして製品価格に転稼された場合、それぞれの製品価格が最終的にどの程度上昇するかを産業連関表により試算したものである。

I guess the first one should be 転嫁
