Does this make sense to anybody?
I believe it is a work of fiction by Mamoru Oshii.
I've used babelfish and google translation pages to try and figure it out.
But it doens't totally make sense to me.

Something like 100 years after a civil war that took place in the US with England and France intervening, Japan bombs North Vietnam and cannot win this war.

Something like that.

Oh, this is fiction, all right! :p

It's about a world in which the American Civil War ended much differently than it did in reality. Due to France and England intervening in some way, the war ended such that the north and the south remained divided and separate countries. I don't know why that's important to this story, as it takes place 100 years after the Civil War, but I digress.

Anyway, it's basically asking what wars Japan should fight and what that means.
