1. A-san は目配せをB-sanに向ける
2. A-san は B-san と 目配せした.

Regarding the usage of this verb, I'm more familiar with its usage in the form of sentence two.

I wanted to confirm that this is basically what happens in the first sentence. A-san looked at B-san, and then they both exchanged glances, so A-san initiates the action. And in the second sentence, A-san and B-san exchange glances at around the same time.

I've never come across the expression 目配せを向ける.
As for the difference between AはB目配せした and AはB目配せした, the former means "A made signs to B with the eye", and the latter is they did it with each other. This difference is from the particle に and と. に is one-way/unilateral, whereas と is reciprocal, just like "to" vs "with" in English.
 
Ah, thanks for confirming Toritoribe. I wasn't entirely sure since it was a 'cooperative' action, that required involvement of both parties.

The full sentence was actually in the form, A-san がにやりとした目配せをB-sanに向ける. Though it doesn't really make much of a different since やりとした is a adj. modifier(if my knowledge of grammar terminologies serve me right.) I figure it's pretty much the same as using
AはBに目配せした though. Just worded differently.
 
にやり is an adverb that modifies the action of signaling with the eyes. It basically means to slightly smile. It seems to me like A saw something they wanted be to look at, smiled, and signaled with their eyes for B to have a look at it.
