Take a look at my revised translation, if it's correct it may clear up your confusion, I just think of both those verbs as "non-past" tense, which included both present and future.Also, isn't たきのほうへいったひとたちが みんな かえってこないの not future too?
The もど before 戻 was a typo, sorry about that. I have to use an awkward online on-screen keyboard to type and parse Japanese text because my Windows IME has died.戻ってこない (もど is unnecessary.)
I'm talking about your translation. The translation of 人達 can't be "we" even if it's 滝の方から来た人達.I did write 人達 didn't I?
