を触る vs に触る

Is there any difference between the two? 髪の毛に触った。ぬれていた。 seems to have the same meaning as髪の毛を触った。ぬれていた。to me.

The meaning is almost the same, but it seems to me that を often has a nuance of "intentionally/volitionally", and に can be used for "accidentally". The following thread might be somewhat helpful.
