Hiya,

1. 今では上のほうほど早くいっぱいになって...

I assume this more or less means "Now the upper part (= upper floors of a car park) quickly became full...". However, I do not exactly understand the purpose of ほど.


2. It's been explained that people started using the less convenient upper floors of a car park once the parking charges were lowered. Then we have:

どれくらい安ければ、不便でもかまわないと考えるか、 それが問題です。

I assume this means something roughly like "How cheap would it have to be for (customers) not to mind about the inconvenience? That's the question."

However, I do not understand the role of 考える. Who is the subject of 考える? The reader? The people using the car park? What does it refer to? Thinking about not minding the inconvenience? Thinking about how cheap the parking charges would have to be?


3. This is part of an explanation of the expressions 今でも and 今では:

変化がない場合とある場合。

I get 変化がない場合 = "a situation of no change", but I can't figure out what とある場合 is adding.


4. This is part of an explanation of the use of なんて:

否定の文型か表現と一緒に使われて、それを軽くみる気 持ちが入る。

My translation: "Used together with negative sentence types or expressions, it has a casual feeling (lit. a casual feeling enters those sentences/expressions)."

Is this OK? What is the role of みる?
 
1. ほど is used for comparison, saying that something is of an equal extent as something else (the kanji is 程). So this has to be saying that the lower floors/levels are filling up as quickly as the upper one(s) (unless I'm totally missing something, but I am pretty confident about this).

2. Your understanding/translation is correct. The subject of 考える is the supposed user of the car park.

3. That's two types of 場合: 変化がない場合 and 変化がある場合.

4. 軽く見る I believe is similar to 軽蔑する, which is like "look down on" or "look lightly at" or "take lightly", etc.

It's similar to the structure of "the more~, the more...".

上の階になればなるほど、早くいっぱいになって…

[4] (多く「…するほどに」「…ば…ほど」の形で用いられ て)一方の程度が高まるに比例して、他方も高まるとい う意を表す。…するにつれてますます。

I totally forgot about that usage of ほど. To be honest, it never sat well with me, nor did it ever really sink it, even though I was introduced to it back around 2002 by someone else who was way more advanced than I was on a different message board. I like it much better when it's used like すればするほど. So, false confidence ftw, eh? :banghead:
 
Right. The third floor is filled up more quickly than the second, and the second is more than the first.
