1. ダムの建設をめぐって、国と住民の対立は続いている。

I am a bit uncertain here about the purpose of と. Is it referring to 国の対立 and 住民の対立? It doesn't seem right somehow...


2. セクハラとはセクシャルハラスメントのことで、日本語 では「性的嫌がらせ」と訳される。

What is the purpose of のことで? And which で is this?


3. だたその言葉の意味を説明するのではなく、その本質を 説明する。

What is だたその言葉? Could だた be a typo for ただ?


4. スポーツ選手というものは、子供たちに夢を与えなければいけ ない。

Though I supposedly understand most components of this individually, I cannot grasp the overall meaning of the sentence.


5. この告訴を彼の国外退去につながることはおそらくない であろう。

Translation given: "It is unlikely that this indictment will lead to his deportation."

Is the use of を in this sentence correct? It would make more sense to me with は or が.

で is from copula.

Yes, that's just a typo.

～という（も）のは is used for expressing general idea/nature of something.
e.g.
猫というものは気まぐれなものだ。

You are correct. It should be が.
は has a nuance that another factor other than indictment might lead to his deportation or this indictment might lead to another affair other than his deportation, so, in these context, は is also correct.

(Edited) Sorry, another thing, in (1) could we alternatively use に instead of と? (I thought the meaning you explained would use に...)

No. 国 refers to an organization such like "government", not a location, in this case. If it's 住民との対立がある, 国に can be used. (I.e., 国に対立は/が続いている doesn't make sense.)

4)
Athletes must give dreams to children. (This is a general idea about athletes.)
