1. そして料理が来るまでの間、どうにか腹を保たせようと、店員がテーブルに置いていった水を一気に飲み干した。
2. 突然現れた店員が、テーブルに十香の注文したハイカロリーな料理を並べていく。

Hi. I'm not sure why ていく is used in both sentences. I think the glass of water or food is placed towards the character so shouldn't we use 置いてきた and 並べてくる respectively?

#1 is "to do something, and then go", e.g., サルが畑の野菜を取っていく or 鳥が家の前にフンを落としていく. The temporal order of the two actions in the modifying clause is 置く --> 行く (cf. 店員がテーブルに持ってきた水).

As for #2, it's a repeated action. They are serving dishes one after another.
