The seller has several of these good luck flags. Here is one that looks like it could be a good one. Asking a bit much but if its a good one.

Tōyō Village Mayor Koshikawa Yasusaburō (the current name of the village is 千葉県山武郡横芝光町 Yokoshibahikari town, Sanbu district, Chiba prefecture)

It's confirmed that Koshikawa Yasusaburō was really a village mayor of Tōyō village. You can see his name on the second page of the Hikari town's public relations magazine published at June 20th, 1964. (Tōyō village was merged with three towns to establish 光町 Hikari town at May 3rd, 1954, and Hikari town was merged with 横芝町 Yokoshiba town to establish Yokoshibahikari town at March 27th, 2006.)

This kind of information can be an evidence that the flag is genuine.
