Parachute ordinance? Need help translating , and ID

Greetings! Hope you are all well. Neighbor pulled this out of his fathers trunk when he passed, WWII vet. Appears to be some sort of parachute? Very very thin, silk? No idea on the orientation, sorry. Nothing jumps out to orientate for me. Thx in advance!

So I think the ordinance is a 40 mm Type 2 Cluster Bomb. Would that be a parachute that dropped it and then was released, Bombs arming wind cups are long gone.
 
This looks like a tool of some kind. Any markings or writing on it you can show?jt.jpg
 
That's the type 2 cluster bomb lol. You can see where the yellow band wore out too

The tail fin part through me for a loop , hadn't seen that before. Hopefully some of our members will give us more info on the writing. I found a few shots of the bomb on Google.

There is a date 昭17.12 December, 1942 and two letters タ "ta" and ウ "u". They must be an abbreviation of something, but I couldn't find anything.
 
Thank you Toritoribe-San, do you have idea as to what the textile ( parachute looking thing) is?
 
Sorry, but I have no idea. There are signatures and few patriotic slogans like a typical yosegaki hinomaru.
