Hi all - my aunt asked me to help her learn more about this flag, which my grandfather brought back with him after fighting in the Pacific Theater. I'm hoping you can help to verify that this is an authentic hinomaru yosegaki, and with the translation of the phrases and names. If it's authentic, we would like to repatriate it to the man's family. I apologize in advance for the potato quality of the photos. My aunt doesn't have a smartphone, so these are all I have to work with at the moment. Thank you in advance for your help!

The recipient's name is 小川義明 Ogawa Yoshiaki, but I have a negative impression about the authenticity.
