I can't see it's a conjunction "when" or "if". Neither can I see it is a quoting particle.

According to the explanation of item 1 and item 5 above, と goes only with nouns and adverbs if my understanding is correct. However in the given sentence, と follows the particle へ. What extra meaning does と give in the sentence if you don't mind to tell me?
