Ok so:
集まらない is the inflected form of the verb 集まる. According to my dictionary it means "to gather, to assemble". But otherwise no, there's no means or potential. It's just a godan verb in the non-past negative. In my dictionary, the adverb なかなか means 'by no means, not readily', that's why I put the means thing there.
"The people who work selling things do not readily gather..."
As for ため I thought it meant "for the benefit". The whole definition says "a noun that indicates a benefit, a purpose, a reason or a cause'. It indicates a cause or a reason.
