みんな は あれこれ と 自分 の 願い を 思い うかべ ながら 、 つくえ に 向かい は じめ まし た 。 どんな 願いごと に する か を まだ 決め られ ず 、 こまっ た よう に 視線 を 泳がせ て いる 子 も い まし た が 、 それでも みんな の 顔 は どこ か うれし そう でし た 。 いつも は らんぼう な 字 を 書きなぐっ て 、 「 もっと ていねい に 書こ う 」 と 注意 さ れる コウヘイ も 、 やけに 気合 の 入っ た 字 を 短冊 に ならべ たんざ て い ます 。

the children are in class writing tanzaku.
what does こまっ た よう に 視線 を 泳がせ て いる 子 mean?
is it worried gaze averting children?
Also does
いつも は らんぼう な 字 を 書きなぐっ て 、 「 もっと ていねい に 書こ う 」 と 注意 さ れる コウヘイ も 、 やけに 気合 の 入っ た 字 を 短冊 に ならべ たんざ て い ます 。
mean that コウヘイ is usually a messy writer but is now even trying to encourage himself to write neatly?

Do you mean "worried, gaze-averting children" (children who are worried and look away) or "worried-gaze-averting children" (children who avoid worried gazes)? It's closer to the former: some children are staring off into space seemingly worried (because they don't know what to write).

The second part means that it's evident that こうへい is no just trying, but is already (extremely) motivated to write neatly: the characters he's written down so far show that he's really doing his best.

As with 短冊 に ならべ て い ます I totally missed the ています as in it is written. the present continuous state.

So, ならべたんざています is a typo of ならべています? You forgot deleting the furigana of 短冊, right?

視線を逸らす/外す is used for that meaning. 泳ぐ means something like "to lose one's balance/control" here.

yes it was a typo sorry.
I looked on the internet and I found 目が泳ぐ...... to look about in worry.
Its a new expression for me. japanese has lots of expressions just like other languages. my favourite has always been 猫の手も借りたい.

目が泳ぐ and 視線が泳ぐ are different expressions. Furthermore, 目が泳ぐ and 目を泳がせる are different, too.

Is there any chance you could briefly define them for us? I have a very vague understanding of these expressions from meeting them in context (at least the two 目 expressions, I'm not sure I've seen the 視線 expression before this thread). I looked a bit but haven't found anything that specifies what they mean and have just been going on the feel of the expression.
 
目が泳ぐ/泳いでいる is the most common when expressing emotional agitation. 視線が泳ぐ and 目を泳がせる is more likely for "to look around" to me.
