I can only recognize the name of the artist 可楽山房主人 Karaku-sanbou shujin; the owner/landlord of Karaku mountain cottage.

Can you identify many other characters individually? (I was wondering whether the main difficulty is deciphering the actual characters or making sense of the meaning once the characters are known.)

Personally, I can't even tell it's Japanese and not Chinese...

I can decipher few kanji indivisually, but it's useless to understand the meaning. If I can read all kanji, I might be able to get the gist of it.
It's 漢文, i.e., sentences written in (classical) Chinese grammar, I think.

How can you tell it is of Japanese and not Chinese origin? Does 可楽山房主人 alone tell you that it must be Japanese?

Oh, I just assumed it must be Japanese origin. Yeah, it could be a Chinese one.
