Potential + Causative/Passive?

I was wondering whether it was possible to combine potential and causative or passive verbs because the English expressions do exist:

彼に泳がせられたいです。
I want to be able to let him swim.

本は読まれられる。
This book can be read.

The biggest problem i see here is that the type potential+causative is exactly the same as causative+passive. Are these types of forms actually used?

Exactly, 泳がせられる/読ませられる can be read both as the causative potential and the causative passive. But, actually, 泳がされる/読まされる is far more often used as the causative passive. The following thread might be somewhat helpful.

Potential froms can't be used with たい(e.g. ×泳げたい, ×読めたい). So the form ～（ら）れたい is always interpreted as "the passive + たい." I would say 泳がせることができるようになりたい, この本は読める/読まれうる or easier-to-understand expressions for the examples.
