M90 Civil Defense helmet

I have a WW2 civil defense helmet, any help in unlocking its secrets is much appreciated in advance! I have deciphered the kanji on the inside of the helmet as "Nishihara" 425. Would this be the Okinawa town that was leveled in the Battle of Okinawa, or the surname of someone? And any thoughts on the "425"? I however was unable to decipher (by Google Lens) the painted symbol on the front of the helmet. Any information would be of immense help. Thank you.

The one on the front of the helmet might be a rare variant of 發(= 発). I have no idea what it represents, though.
Could it be a rare variant of 廢 (廃) then? To indicate it's a discard?
 
I was scratching my head over that kanji, it looked like a partial 並 on top but i've never seen that part by itself
