ONLY Japanese made overpriced equipment/companies 25%....and ONLY japanese consultancy 15%... Meaning the money BENEFIT we borrowed (ODA from Japan) actuallY we get is ONLY ABOUT 60 % OF ITS TOTAL VALUE....meaning we are shortchanged...they lend us 100% but they will take 40% (consultancy/expensive japanese companies/products)...THATS IS THE FACT...while other countries lend us...w/o attachment conditons...

Why don't you lend us the money W/O ATTACHMENT CONDITIONS...so that we can get rid of 25% of Japanese overpriced equipment/companies (thru bidding) and w/o expensive Japanese consultancy (15%)...filipino can do it even w/o japanese consultants...
