Hi, can someone translate the above sentence to me?
From my understanding, is it means that "power failure and the use of phone is not possible, because of a lot of family"?
I know it doesn't sounds right, forgive for my poor Japanese

So, from your translation, if I have a "noun + すると", it means "when"?

Btw, I'm preparing for my JLPT N3 for next year.
