What is the difference between 動詞 and 名詞+する?

I often see people change a 動詞 into 名詞 and add する,
for example,

雨が止んでいる⇒雨が止みしている


is there a particular reason why people would do this

Where are you seeing that sort of thing?

I'm sitting here trying very hard to think if I've ever encountered anything like that, and I can't come up with anything.

One example I often see is:

引越しする where 引越し is a noun + する

However, 引っ越す is also a verb

so i wonder what is the difference between 引越しする and 引っ越す

For all practical purposes....no difference at all as far as I know.

I'm familiar with that one, and as you say it is very common. But where are you seeing things like 雨が止みしている ?

For 雨が止みしている , it appears as

今日は一日中、雨が降っては止み、降っては止みしてい る。

as well as

お正月は食っては寝、食っては寝していた。

Ah, that clears things up a bit. That is a sort of idiomatic construction. Notice that two actions which alternate back-n-forth are being described?

Try to consider it as:

今日は一日中、雨が [降っては止み、降っては止み] （を） している。

You would never see 雨がやんでいる rendered as 雨が止みしている (At least I would be extraordinarily surprised if you did).
