どうにかする is a kind of set phrase, meaning "to manage to do". どうにかできる is the potential form of it, so it's "can manage the situation" there.
How about your previous question about 責任というか、ほんと言えば、半信半疑だけど?
P/s: added more context after this ,do you think he was blaming himself for could not do anything to help her / or he was wondering about "Was it really the only option she could take ?"
summary of the context
1/Start of the scene in manga: Mc and his team are going to the bridge,to fight their enemy (a witch) to defend their city. This enemy is trying to revive an ancient dragon to attack and destroy the city
2/ A fight between Mc team broke out on the bridge , but the enemy had some kind of magic barrier that can block all physical and magical damage ,so they can't defeat her
3/ Then Chris -san (the girl in my context ) came to help them . She is 1 member of the Royal Kight in the capital . She thought that maybe she can break this magical barrier of the witch ,by dragging her down together into the river under the bridge
4/It works , the magical barrier of the witch has been broken ,MC team is now can deal damage to her and they defeated the witch
5/But then Chris did not rise up from the river ,so MC start asking Glen-san (police /detective of the city) where is her now. Glen-san said with that kind of explosion (when she dragged the witch together with her and jumped down into the river ,there was a big explosion underwater ), Glen-san thinks that she is much likely dead
6/But turns out Chris is still alive ,after 1 police subordinate of Glen-san found her ,still alive breathing and just unconscious. Then she was brought to hospital
彼女が捨て身で挑んだおかげで、結界は破られ勝つことができた。
でも……どうにかできなかったのか。
