I don't have time right now to respond to everything you said but here's the result a quick google search brought up on the whale meat surplus.
Also, I didn't say it was spoiling, I said it was going to waste, as in they have no use for all that whale meat so a bunch of it has gone in cold storage and they're trying to find ways of getting rid of the excess.
