Typical good luck flag, with the message "good luck in battle" written across the top. Actually its more like "Praying you have a warrior's everlasting good fortune", but that gets a bit tedious to write. The flag appears to be dedicated to a Mr. Ōba Shin'ichi (the name written vertically down the right side). Next to that is the name of several other people in the Ōba family (signed as presenters, not as recipients). There are a couple of other patriotic phrases, as is common on these things. It looks good to me.
