Can anyone translate any of the writing on this old flag? I'm told it could be old Kanji.
 
None of that looks like any phrase I've seen on any Japanese flag, or even on any fake Japanese flag.
It's either made-up writing, or they might be Chinese phrases, but even Chinese phrases are somewhat recognizable.
 
It would be a fake flag anyway. The words such like "life insurance", "specific volume", "regarding preservation" or a Simplified Chinese character 爱 are not written on yosegaki hinomaru.

Toritoribe, thanks for your reply. Do the words-phrases you have in quotes seem to be written on the flag? My father found this one in the Philippines in '45.

It's gibberish but he picked out some characters that could be loosely translated as he said.
For example I think the one about preservation is this: 保存及事
Probably it was the product of a cottage industry of postwar Filipinos making these souvenir flags. Unless your father claimed otherwise he probably knew its provenance.
