News Tokyo to open new subway line

The about 6-kilometer-long subway line will run through the Ginza shopping district and Toyosu Market. The metro government expects it will take some 20 years to complete the construction and aims to open the line in the 2040s. According to a source affiliated with the metropolitan government and others, the new line will have seven stations starting near the existing Tokyo Station. The provisional names for the remaining six stations are: Shin-Ginza, Shin-Tsukiji, Kachidoki, Harumi, Toyosu Market, and Ariake-Tokyo Big Sight. An operator is yet to be determined. Tokyo expects the total construction cost will be about 500 billion JPY (approx. USD 3.6 billion).

It passes through some of the areas most vulnerable to liquefaction due to earthquakes and rising sea levels. People, even in Japan, are also going to become increasingly aware of the problems of rising sea levels over the next few years, and those areas are probably going to become less popular to live in. The line will also be servicing a city with a decreasing population. I don't think the planners have thought this through.
