News Tokyo to open new subway line

The Tokyo Metropolitan Government plans to open a new subway line connecting Tokyo Station and the Tokyo Bay waterfront area in the 2040s, connecting Tokyo Station and Ariake-Tokyo Big Sight.

It passes through some of the areas most vulnerable to liquefaction due to earthquakes and rising sea levels. People, even in Japan, are also going to become increasingly aware of the problems of rising sea levels over the next few years, and those areas are probably going to become less popular to live in. The line will also be servicing a city with a decreasing population. I don't think the planners have thought this through.
 
Not to mention everyone should have their own personal transportation drone by then.
