can anyone tell me anything about this town/area? every time I google it all I get is the stuff about the Nuke disaster in 1999, which, as fascinating as it is, isn't helpful to someone who is moving to Tokai!

All the tourist books ignore the town, obviously, as nuke disasters arent good for business.

anyone from the area? or been there? i was wondering what sort of facilities (swimpool, icerink, etc) are there, and what sort of reputation the community there has.

From the map I'm looking at it looks like there's a cultural center, a general gym (fitness center?), tennis court, library, and a pulbic hall, and several community centers (I'm guessing that's what コミセン means). It's a pretty small place, with just over 35,000 people which includes some 200 or so foreigners. I can't really give you much more than that right now. I've never been there; I'm just going by this website I found (Japanese), which also talks a lot about the Nuke disaster. I now see what you mean about that being all you get.

The buttons on the left side are, in order from top down, "primary, middle, and high schools," "kindergartens and nurseries," "welfare and environment," "things related to cultural education (not really sure how to translate that one, but that's basically what it means)," "community centers (if that's in fact what コミセン means; I'm pretty sure it is)," "evacuation centers," and "return." Also, it's not terribly detailed.
