(d) This is the most surprising news ( to / for ) me.

I am no expert ...............

but I would use "for" on all four sentences. It sounds more natural.

I think you could also say each one as ...To me , this is the most......
convenient store.
useful tool.
interesting movie.
surprising news.

Learning English can be difficult I think.

The English used in the US, England , Australia can be very different. Word use changes over time. The English I learned in school in the 1950's is not the same as English used by todays younger people. The words used in different parts of the US are different. The pronounciation with accents can be very different. Computer use and texting has bought about a whole new type of language too it seems.
I notice in any language (Japanese for instance) there are always many ways to say the same things , and members here disagree on which is the correct/perfect way to say something.

This is a hard question to answer without the proper context, so instead it would be useful to note the differences between to and for.

to: In these cases, to may be used to refer to proximity (e.g Which bank is closer? Well, that bank is closer to me...) or to a purpose (e.g. Which tool do you like the best? Well, that tool has seems to be the most useful to me.)

for: In these cases, for is referring to beneficial experience (e.g. Which store is most convenient? Well, that store is the most convenient for me [For whatever reason].) or to response (e.g. What's wrong? Well, the news was hard for him to take.)

In any of those four cases, both to and for could be appropriate responses. However, the rest of the conversation should tell you which is appropriate. (Though a is almost certainly for.)
