He is a J-ongaku artist, he does more than just Jrock, and isn't well known at all. He's not the sexiest, but still pretty good looking. =D
His name is Osamu Migitera, or better known as Des-ROW or D-crew. He works for Konami as a musican. ^^:

I know that name Des-ROW, he does a lot of DDR songs, right? I think that's how I've heard of him before because he raps and the "Des-ROW" name made me laugh.
