When you have it at the very start, you usually want to follow it with a comma. That applies to other adverbs, too. So this would be preferred over what you have for A:
Recently, I met Tom.
Though note, the pause in speech tends to be very slight, so you might not even notice it. Also, people omit the comma all the time in practice, especially in casual settings like texting.
