Just doing some guesswork here, but I think that was almost certainly independently produced, recorded, and marketed by the artist.
Notice that two of their releases were put out by "Kurichan Records" a couple of years apart and have catalog numbers "KR001" and "KR002" (KR from "kurichan), which gives the very strong impression there were zero other artists on the label and that the artist's last name probably included the kanji 栗 ("kuri" = chestnut).
Given the pre-internet release of the albums, what one can only assume was very low pressings and distribution, and frankly the godawful quality of the music, it is amazing to me that there is anything at all on the internet.
Checking YouTube for their music you can find the credits for Panorama Camera and get the artists names. Noticeably, there is a "Katakuriko" (not real name), which is presumably where the Kurichan Records comes from.
