Is it possible to pay an amount to get one owns banner advertised else where on the site rather than just topsites or does that require joining the Japan banner xchange?

In order to display your banners on our site I invite you to join the Japan Banner Exchange. However, I kindly ask you not to sign up before Sunday, as I'm about to upgrade the script this weekend. I will also roll out a few advertising packages next week (hopefully!), one of them will include sponsored accounts for the Japan Banner Exchange (higher exposure of banners). So please check back next week.
