What's the difference between "hardly" and "rarely/seldom"?

Do the following three sentences mean the same?
(a) She rarely reads newspapers.
(b) She seldom reads newspapers.
(c) She hardly reads newspapers.

(b) She seldom reads newspapers.
(c) She hardly reads newspapers.

Should be hardly ever, not hardly, i.e., She hardly ever reads newspapers.

There are no major differences between the meanings of the three sentences, but seldom is less often used in conversation and is more common in written English.
