2:29, please help me understand this, what is the jo kura ? I think it is "girls class" but idk as it is worded jo kura, possibly just taking out the "su" but the same meaning ?

第1話（全4話） means chapter 1, what does the stuff inside the bracket mean?

That's a shortened version of 女子クラス.

Her name is 美衣[Mii], not Mimi. Roughly, yes for your translation.

In 全(number)話, the number refers to the total amount of chapters, thus, it means "a story with four chapters".

"Im saying it/telling you I can't go steady with you"
btw by "go steady with you" do you mean the guy is nervous around the girl?

He misinterpreted that her reaction was because of her loving him. His previous words じゃあどういう態度よソレひょっとしてさあ、ひょっとする？ shows it.
