Sake cup information

Would anyone have an idea as to what this sake cup represented as I believe that it was made before the start of WWII?
It has the Japanese and American flags, shows a dragon, a bird and a Giesha without any kanji or symbols?
Interesting cup for sure. Heck of a yard sale find!

I'm guessing there was no marking on the bottom of the cup to show the maker ?
 
I don't think that is a geisha in the middle. Just a Japanese lady in a kimono.
Often these are used as gifts commemorating peoples' retirement (usually from military service). But in those cases the cups would be marked with a commemorative message. Since there is no message on this, and the imagery is kind of generic Japanese "memes" (dragon, kimono, cherry blossoms, phoenix), I guess it might be a pre-war souvenir for tourists?
