Request for help with Hinomaru

This is my first post and i would greatly appreciate if any of the forum experts could assist with their thoughts on this flag. It is 34 inches x 30 and hopefully who ever framed it many years ago has got it presented correctly. i know nothing of its back story other than it came into the possession of an elderly gentleman some 35 years ago in Northern Ireland as part of a job lot of antiques. i now have it and before it donate into my local Council museum which has an appropriate WW2 section, i would appreciate any thoughts on whether it appears authentic, what the larger kanji on the left can be translated as and finally is the number (of what i presume are) names significant? It really is covered in them and their is hardly any open space across the flag. i think i have the larger exhortation on the right identified correctly as the usual bun-un cho-kyu "May your military fortunes be long lasting" .

The large kanji on the left side are 加茂君平君. 加茂君平 Kamo Kunpei is the name of the recipient of the flag (君 kun at the end is a title).

You got the meaning of the slogan at the right side correctly, but it's actually 祈武運長久 Inoru buun chōkyū. As you can see, there are 5 kanji there, and the second kanji is "bu", not "bun". Also note that long vowels and short vowels are strictly distinguished in Japanese. The last two kanji are both long vowels.

I am writing up the background to this flag before I donate it to a local museum. Can I clarify the much appreciated information you gave me about the name of the flag owner. Is the correct presentation of the recipients name essentially 'Mr Kamo Kunpei'? Your reference to the 'kun' at the end being a title has confused me slightly and I want to ensure I have everything 100% correct.

Japanese honorifics - Wikipedia has basic info on 'kun'

Yes, its not a title, per se, it's just an honorific (like "esquire").

In America, up until maybe the mid-1900s, you would address a letter to a young man with the honorific "Master", but it isn't used much anymore.

"Kun" is an honorific tacked on to the end of the name of someone near to you, someone familiar, or someone who is your junior.

It is the familiar equivalent of "san".
