As the title describes, I wanted to see what Japanese (and specificially Tokyo's) Laws had to say about the minimum age requirement. I know that in the states most hotels require an age of 21+ for checking in, and 18+ for signing an apartment lease.

Arigato Gozaimas.

Rooms in gaijin houses are pretty easy. I don't know if there is a law, and if it is, if it's even enfoced.

There is no law which has forbidden underage stay.
There are also such no regulations in Tokyo.
However, some hotels may refuse underage stay.
