Travel Rent a scooter at 18 years old to drive all around Japan

Hi to everybody! I'm an Italian guy of 18 years old. I already have been to japan the last summer,while i spent one month in home stay accommodation.
But now....well i'm planning a big trip...now i'll explain what i want to do.

I'll travel around Europe for 15 days, than i'll take the Transiberian train, i'll arrive in Vladivostock and take the ferry to Fushiki.

I'm planning to leave home on July of 2010 and arrive in August in Japan, where i'll spend one month and half.

I really would rent a motorbike or a scooter ( i have the car and the motorbike licence) to go around japan. I would do the rural area on mountain in japan, that should be perfect for a motorbike.

But the problem is: How can i rent a bike?
I already asked to some renting company (like Japan bike rentals) But they told me that i'm not allowed to rent it because there are no insurance for under 21 years old...
So is it true? Do u know where a 18 yers old cna rent motorbikes??

And to buy i motorbike i have to have the japanese residence isn't it? There no way for a tourist to buy a motorbike??

Please give me clear answer.

But japanese people drive motorbike before 21 years old, isn't it?
 
I found that insurance companies in Japan are offering insurance for motorcycle for those under 20 years old (in Japan you're recognized as an adult when you become 20 years old).
But I do not have license myself and the details of terms and conditions for such insurance.
I also checked some motorbike rental services websites but they are all in Japanese language only and I somehow could not find their terms and restrictions on age.
