I think they can? I always wonder when I see someone join and 5 minutes later it says they are having a private conversation. For some reason that sets off my alarm bells. Usually It seems they contact someone from their same country. There are times when I wish we could see what they are up to , LOL.
Yes, indeed, users in the Registered group cannot start conversations.
"Conversations" were formerly known as DMs (direct messages) and PMs (private messages). The difference is that more than two users can participate in a conversation, and new members can be invited to join.
Ideally, there would be a setting that allows to limit the number of conversations new members can start, but sadly, there is no such option. Therefore, we had to turn off that option completely to prevent new registrants from spamming the user base. I hope that future software versions will allow for better management of conversations.
