hey guys just wanna confirm that the translated statements below are right?
the Rōmaji is 1st nd the English translation is after the = sign

to = 10 (num)
to = 18 litres (a measure of volume)
to = door (Japanese-style)
to = gang
to = if (conjunction)
to = metropolitan (adj-no,n)
to = municipal
to = party
to = person (suf)
to = promoted pawn (shogi)(abbr)
to = set
to = ten
to = way

how can "to" mean all those thing? ^^

These are the only ones I've ever seen

tou = 10 (num)
to = door (Japanese-style) (mostly used in written Japanese and compound words)
to = if (conjunction)
to = metropolitan (adj-no,n) (only used in compound words)
to = municipal (see previous line)
tou = party
to = promoted pawn (shogi)(abbr) (abbreviation for "tokin," which would be used in spoken Japanese)
tou = ten (see first line.)

It's とお in hiragana.

to or tou are just a readings, which is why roumaji generally becomes pretty useless very quickly if you start studying Japanese...

Because theyare written with different kanji (or kana).
As yukio_michael pointed out, rōmaji is merely represent the pronunciation (or how it is written in kana).
とお and とう are pronounced tō, と as to.
十（とお） too = 10 (num)
斗（と） to = 18 litres (a measure of volume)
戸（と） to = door (Japanese-style)
？ to = gang
？ to = if (conjunction)
都（と） to = metropolitan (adj-no,n)
都（と） to = municipal
党（とう）tou = party group of people, like a political party.
徒（と） to = person (suf)
と to = promoted pawn (shogi)(abbr)
to = set
十（とお） too = ten
途（と） to = way

Sorry I'm not familiar with the term - could you give me some example of "different tonality"?
