Quotation marks on windows IME

Does anyone know how you enter them? I can only add ''''' these which come out exactly like that - English and " always comes out as - @

Theyre meant to look like 2 little square corners above and below the start and end of the text.
 
「」 are bracket-style quotes. As such, you get them by hitting the [] bracket keys in IME. Other styles, such as 『 and 』 can be made by hitting the spacebar
 
I have found that if you have to do much Japanese text entry at all the Google IME beats the pants off of the Windows IME.
 
^^Agreed, I use Google IME as well and it works quite well.
