Hi Guys,
I was wondering if I have got the meaning of the following line.

It is about a Government who has decided to restrict internet access.

このように政府の言うとおりにさせるやり方に反対する 声が強くなりそうです

The matter and the manner in which the government said it will be done has seemed to strengthen opposition voices.

Is that correct?

Not correct. You misunderstand 政府の言うとおりにさせる. It's causative (the causee is omitted).

Is this one somehow any better than OP's?

"This way, in opposition to the method being imposed by government's speech, the voices seem to strengthen"

A loose translation of "政府の言うとおりにさせる" would be "made to do what the government says".

How would you translate 雨が降りそう? The same applies to 強くなりそう

So is it more like.

The thing is, being told what to do by the government, has in fact only seemed to strengthened opposition.

強くなりそう is not past tense.

Three different interpretations are possible about このように; 1)このように言うとおりにさせる, 2)このように反対する and 3)このように強くなりそう. The context determines which one is correct.
