Please check my translation.

Hi Guys,
I'm currently reading a news report on bicycles being discarded into Inokashira Park in Tokyo,

公園を管理している東京都は、捨ててはいけないという 規則を守らないで、誰かが捨てたと考えています。

Tokyo City park managers believe that some people have been not obeying the rules that state "throwing away is not allowed" and have thrown things in.

Not "thrown things in" - from context this must be talking about the bicycles. The bicycles have been dumped there by somebody ignoring the rules against discarding trash in the park.

Also they don't talk about a "manager" of the park specifically, the quote is from 東京都, which manages the park (although obviously the quote is from some 東京都の職員). In English we do this as well. "Lambeth City Council said..." where we mean "some sort of spokesperson for Lambeth City Council said..."

Yeah we often say it that way in Englsh. 公園を管理している東京都は I see so if was a literal translation it would be "Park managing Tokyo Metropolitan Area said"...

Pretty much. Modifying noun clauses can often be understood by inverting with "which/who/that" - depending on what or who is being modified, although the resulting translation may be a bit clunky.

公園を管理している東京都, Tokyo Metropolitan Area, which manages the park...
